A few years ago I would have said the Times, but I am now a believer in the Washington Post.
You can't mess with their FIVE Pulitzers this past year...they broke Walter Reed and did that outstanding article about Josh Bell's busking. The paper has really matured over the last few years and has become a truly national paper.
Plus, they have the comics, while the Times does not.
Like WAL, I'd preferred the Times most of my life, just out of habit and longstanding fondness and familiarity. Then a couple of years ago I started to pay more attention to the Post, and was duly impressed with what I saw. Their investigative stuff, and their other prizewinning efforts have been remarkable.
Still, I wonder how much of the Pulitzer count has to do with how many scandals DC has going on. The travesties of our time have mostly happened there, after all. When one happens in NYC, for that matter, like the Spitzer thing, the Times is naturally all over it.
Plus, when it comes to the web, Where All Things Are Settled, the Times looks and works and acts much better. You throw in legendary crossword editor Will Shortz, and it's no contest.
Small clarification for the record: GAO broke Walter Reed way before the Post. In that sense, the Post was late. Still, at least they wrote about it. Better late than never.

No strong opinion on this one, but I tend toward the Times. So I'll go with that.

I don't read the Times. Never have. I can't really compare them. So, I say Post.

I forgot to mention this Pulitzer factoid, which also supports my theory that location matters a lot.
